On the decision of Board of Ministers of USSR from 29.05.1979, № 490 Tajik international university of foreign Languages named after Sotim Ulughzoda was founded as a Pedagogical Institute of Russian language and Literature of Tajikistan.

After some years of its functioning on the decision of the Board of Ministers of Soviet Socialistic Republic of Tajikistan from 08.02.1988, № 36 Institute was named after A.S. Pushkin.

In accordance with the decision of the Minister’s Board of the Republic of Tajikistan from 06.08.1992, №297 this Institute was transformed into the Tajik State Institute of Languages.  So, on the decision of the Government of Tajikistan the Institute was named after Sotim Ulughzoda from April 29, 2009. Thus, by decision of the Government of the Republic of Tajikistan dated December 29, 2022, No. 613 became the State Educational Institution "Tajik international university of foreign Languages named after Sotim Ulughzoda".

For the first time the students were accepted in 1980.  The first rector was Doctor of Philological Sciences, Professor Dodikhudoev R.  KH.  (from 1980 to 1984).  During the period of his activity, Doctor of Philosophy, Professor VI Pripisnov.  (from 1984 to 1990), and Doctor of Philological Sciences, Professor Taranasova (1990 - 1991), Professor Abdullaeva Mavludahon Najmiddinovna (1991 to 2003), Doctor of Philology, Professor Jabbori Marhabo (2003 to 2010) Professor Salimov Nosirjon Yusufovich (2010), Doctor of Philosophy Ziyoev  Khurshed Makhshulovich  (2011-2015), Doctor of Pedagogical Sciences Kosimzoda Idigul Tagho (2015),  Doctor of Pedagogical Sciences Professor Rajabzoda Mahmadullo (2016-2020) were the head of the Institute.

Currently (since 2020) Doctor of Philological Sciences, Professor Jilo Gulnazarzoda is as an experienced and creative leader. 

At the beginning the institute was established to implement the former Soviet policy to educate Russian language and literature teachers, and to some extent fulfill this task, in accordance with the Soviet requirements for the provision of Russian language teaching specialists.  More Russian language was created.  Since the institute prepared specialists in the field, the faculty was not functioning in the structure of the institute.

The function of each course was controlled by separate deans. After receiving the Independence of the Republic of Tajikistan, the Institute was responsible for new duties, for the implementation of the requirements of the Law of the Republic of Tajikistan “On the State Language of the Republic of Tajikistan” (from October 5, 2009, №553).  For implementing demand of law on “ the development of official language program for 2012-2016 ( by decree of the government of Tajikistan from June 30, 2012 № 335), “ Joint program on science and Education of Higher Institutions of Tajikistan for 2010 -2015 years ( by decree of the Government of the Republic of Tajikistan from 02.07.2009, № 371)”, “ State ecological program of the Republic of Tajikistan for 2009-2019 ( by decree of the Government of the Republic of Tajikistan from 27. 01.2009, № 123)”,  State program for the development of English and Russian languages in the Republic of Tajikistan for 2004-2014 years” ( by decree of the Government of the Republic of Tajikistan from 02.12.2003, № 508), “ Strategy of the Republic of Tajikistan in the field of science and technology for 2011-2015” ( by decree of the Government of the Republic of Tajikistan from 03.03.2011, № 114), “Conception of organizing electronic government in the Republic of Tajikistan ( by decree of the Government of the Republic of Tajikistan from 30.12. 2011, №643), Law of the Republic of Tajikistan “ On innovational activity” and implementing “ State program of the innovational development for 2011 – 2020 (by decree of the Government of the Republic of Tajikistan from 30.04.2011, № 227)”, “ State program on providing educational and scientifically Institutions with the equipped laboratories” (by decree of the Government of the Republic of Tajikistan from 27.01.2009, №123), Law of the Republic of Tajikistan “ About the technological park” from July 21, 2010, № 629, “State program of quality for 2013-2015 (by decree of the Government of the Republic of Tajikistan from October 2, 2012 №515)” also made specific action plans and forwarded reports and reports on their implementation to the relevant authorities.

There are functioning 5 faculties in the Institute: the Faculty of Tajik Philology, the Faculty of Russian Philology, the English Language Faculty, the Faculty of Oriental Languages, the Faculty of European Languages and the Department of Distance Education with 16 departments.

The administration of the university has mutual cooperation with all higher education institutions.

As well, with initiative of the University Administration and the department of international relation has established cooperation with 60 foreign Institutions and organizations which will contribute to the development and progress of the University.
